Osman Can Ünver went to Germany for his undergraduate/graduate studies (Major: Political Science, Minors: Communication Science and Turkology) and graduated from Ludwig Maximilian University of Munich in 1981 with the title of Magister Artium. In 2003, he received his PhD degree from Hacettepe University. Between 1979 and 2007, he worked as a member of the overseas organization of the Ministry of Labor and Social Security as Social Assistant at the Consulate General in Munich, Labor and Social Security Attaché at the Consulates General in Nuremberg and Hamburg, and Labor and Social Security Counselor at the Embassy in Berlin. In 1991-1993, he was appointed as Advisor to the Prime Ministry for Citizens Abroad and in 1998-1999, he was appointed as Advisor to the Secretary General at the Secretariat General of the National Security Council. He served as Head of Department, Deputy Director General and Director General of Foreign Relations and Overseas Labor Services in the Ministry and retired from public service in October 2007. Since 2002, he has lectured as a part-time lecturer at various universities (Bilkent, Hacettepe, Başkent, Ufuk, National Defense Universities) in return for tuition fees and has actively participated in numerous conferences and scientific events in Türkiye and abroad. Since 2021, he has been working as a tenured professor at Istinye University, Department of International Relations.
